Benjamin P. Irlandez of Barangay. Paragum filed Civil Case No. 2249 at the Regional Trial Court Branch 13, Carigara. On Sept. 14, 2006 at 3:30 PM for the Certiorari, Prohibition, and Injunction with Prayer for Temporary Restraining Order and Writ of Preliminary injunction against the Municipal Government of Carigara, Leyte, Municipal Mayor Anlie Go Apostol andSangguniang Bayan of Carigara, Leyte composed of:

Vice Mayor Remigio A. Lauron  

Ulpiano U. Arpon, Jr.

Santiago Gil G. Lloren,

Rogelio R. Candaza,

Neil de la Pena,

Anabella N. Crisostomo,

Benito B. Go, Jr.,

Myra Mae L. Cantapay; and

Land Bank of the Philippines. 

Civil Case 2249 is filed to avert or cease the release of P46,500,000.00 loan by the LGU Carigara from the Land Bank of the Philippines for the construction of the New Public Market, Transport Terminal & ice Plant.  According to the petitioners, the above are not priority projects for Carigara and the Municipal Development Council wherein some of the petitioners are members who were not convened to determine the priority of the project as required by R.A No. 7160 of the Local Government. Code of 1991, sections 106 and 296 which is the basic policy of any local government unit if ever it will avail of credit facilities. 

Petitioners were forced to file a case because, according to them, they will be very much affected financially if ever the loan is approved and released to the LGU. For sure the rentals of their leased stalls will increase, plus other charges, which the LGU will impose to keep up with its amortizations.

On the other hand Erwin R. Darantinao former SK Federation President of Carigara, Leyte (1996-2002) and was thus an ex-officio member of the Sangguniang Bayan filed a criminal case complaint with the Ombudsman on October I5, 2006 for Falsification of Public Document under Article 171 (4) of the Revised Penal Code, and administrative charges for the Commission of an Offense 1nvolving Moral Turpitude, Dishonesty, and Gross Misconduct against Hon. Mayor Anlie Go Apostol, Hon. Sangguniang Bayan Members Ulpiano U. Arpon Jr.. Alejandro C. Larraga.. Silvino Maria T. Adizas III, Anabella N. Crisosrtomo, Rogelio R. Candaza and Benito B. Go Jr.

The complaint started when Mayor Apostol deliberately and willfully lied or made untruthful statement in a narration of facts in her capacity as chairman of the Municipal Development Council wherein she signed Resolution 05209 which states that construction of the new Public Market, Terminal, and Ice Plant are priority projects of the Municipality when in fact she has not even convened the Municipal Development Council, which has the right to declare such projects as priority projects.

I HOPE THIS GOVERNMENT OFFICIALS REALIZE NOT TO LOOK UP FOR THIER BEST INTEREST, INSTEAD LOOK FOR THE INTEREST OF THE CARIGARAN-ON.

Never chose who the best is; only those who could do less-harm

 

 

Once upon a time we did chose much more than we expect. Believing ourselves they are good enough to govern not only to rule. I don’t think so….

 

When was the last time you think you did the right choice for the first time? Some says we’re always right other says we made a mistake and the rest says we are confused.

 

THINK PONDER AND WHY. Back then, let’s start with Mr. Pedring, who is he? A simple guy grade school finisher, quite sure never draw to a close his secondary. Regardless of his status the voice of the majority picked him. Sorry to his opponents they were professionals. Swiftly, he didn’t seize the second term. As a result, under the name of Ulpiano got the post to succeed. However, no matter how he tried to be good and unified the councils from different political parties under his administration lots of personal criticism against him always beyond the issue to bring him down. So, like his predecessor he didn’t manage the second term.

 

OH!!!! SAVIOR COMES….. As they always claimed. Who is he? Atty. Remegio, yes! We must learn by heart he was a mayor during the Marcos era but he left Carigara leaving his post to save him-self for some very personal and glorious reasons. Good bye!!!!!!!!!!!!!!!!!!!!!!!!!  CARIGARA………..then he came back claiming to save Carigara. Is it sinking? Not at all ah!!! Just below see level I guess. Oh GREAT!!! He made it! He got the post as a mayor again. Why? Maybe, Carigaranons desire him most. I don’t believe so….. He is just a good and very shrewd player if not smart. Like any other game in order to win, it doesn’t needs nos. of funs but how you play the game. Luckily, he happens to have had a good manager/financer. Consequently, in order to maintain his status quo he desires a good coach and manager. And his wish was granted under the soul of Apostle’s team, a good financer and grand political figure with great influence. Lauron’s and Apostle’s is a great team. Always remember the success of a coach and manager always lies with the greatness of the player and the success of a player always depend the mandate and the unlimited resources of his manager. And what went wrong? Guess, Lauron is no longer a good player or possibly he is demanding a good if not best price. I believed Remegio was already paid. As we are all aware of - CARIGARA is already sold-out to Apostle’s team through the effort of REMEGIO LAURON. Would we still believe in him? Beware! Believe me he will be going to look for another coach and play again. Anyway, we are just funs.
